is there a solution to the above desribed problem? In Windows securitycenter WDef. Offline doesn´t react properly, it switches shortly to a display in Security Center, where there is a progess-bar visible, but then immediately comes back to normal overview-window without Defender Offline having started to scan the system.
I tried to start the program as administrator with the 'OfflinescannerShell.exe'-file located in C:Program FilesWindows DefenderOffline, but that generated the error reporting that (translated to English by myself:) 'The Code cannot be executed because the file 'MpClient.dll' could not be found.'
This error occured before and after latest Build-Update and before and after having run restorehealth with DISM.exe and then SFC /scannow, while these processes I ran even after having made a new install of Win10 (Build 15063.138) before it updated yesterday to 15063.250.
There are no thirdparty-antivirus-programs installed on my system since my new installation of build 15063.138. Also did I cleanups of possible traces of formerly installed avira, avast and malwarebytes (of mbam: free trial of profiversion with realtimefunctionality) with the cleanup-tools from avira, avast and malwarebytes (avira in normal mode and safemode, avst in safemode, malwarebytes in normal mode).
Yet installed though are free antimalware-programs 'Superantispyware' and 'Roguekiller', but those aren´t running processes in my perception (no entries in autostart and no realtimeprotection possible). Also Superantispyware and Roguekiller aren´t displayed at all as existing thirdparty antivirus-programs by Win10 itself in Windows Security Center nor in Windows Systemmanager, whereas in the latter one can monitor installed thirdparty-antivirus-programs and their status as On or Off .

After all I found the Solution in restoring WindowsRE (RE= Recovery Environment), because
Windows Defender Offline does not work, if Windows Recovery Environment is not installed and registered properly.
To restore WindowsRE, I followed this workaround: https://www.winhelp.us/restore-windows-re.html ,
which does not force You to cleaninstall Win10. Instead it gathers 'install.wim' and 'winRE.wim' in other ways and utilizes the Windows-Tools Dism.exe and reagentc.exe in elevated commandprompt.
After all, happy again!:-))

Break down the problem: You can try to break down the problem to locate the exact position on your timeline the problem originates. Create a copy of your project file. Using the copy of your project, remove the second half of media from the sequence you are trying to export. Create an Adobe Premiere Elements project with the same settings as your clip. Import only the clip and add it to the timeline/sceneline. Click Export & Share and select Devices Computer 720 X 480 resolution. Select AVI format from the Format dropdown list., type in a filename, and choose a location to save the file. Feb 27, 2018 This solution will work on most Windows Operating system (Windows Vista,Windows 7, Windows 8, Windows 8.1,Windows 10, including all 32bit and 64bit Versions in this list) and Most Adobe Premiere. Try removing effects there and export a section. I'd also suggest manually deleting the cache/cache database files for Premiere. And you may need to rebuild that section.
